Program Overview
Master of Public Administration (MPA) is the flagship degree program of the institute. University of the Punjab was the first to launch MPA degree in Pakistan in the year 1962. The Institute of Administrative Sciences has revamped and upgraded this program. The upgraded program is specifically designed as a blend of theoretical and practical knowledge which equips students with the nuanced skills and perspectives to pursue public interest. The upgraded MPA program counts as 18 years of education and hence is equivalent to MS/MPhil degree. Moreover, the upgraded MPA degree is in line with the HEC's road map for management education.
Honors/ Awards/ Medals
The first position holder of MPA degree program is/are awarded with three gold medals: Punjab University Gold Medal, Shaikh Laique Ali Gold Medal and Mirza Book Agency Gold Medal.
Further Education & Career Prospects
MPA is a professional postgraduate degree which is designed to produce future managers and leaders of government, civil society, third sector and market organizations. MPA graduates are well accepted in the market and are also eligible for admission to the PhD program of IAS.

Public Administration is the general field of study for understanding what governments at different levels and their partners and contractors do, how public policies and programs are determined, designed, and implemented, how public funding is generated and public resources allocated among competing priorities. Public administration encompasses how governments and their partners at different levels plan, organize, provide, produce, distribute and assess the roles and responsibilities and the alignment of public services in their efforts to improve societal well-being.

The resulting programs and functions must also keep pace with unprecedented rapid change in an environment now driven by the dynamic forces of globalization, technology, marketization, and eco-sustainability. As a discipline, public administration integrates bodies of knowledge across many fields—intergovernmental relations, organizational theory, political economy, public policy analysis, public management, and constitutional and administrative law—that transcend the conventional and highly functional public administration subfields in public finance, budgeting, human resources, contracting, and program management and evaluation.

Public Administration seeks to enhance governance at all levels—both in international terms, to promote understanding of public policy and management in different states and economies around the globe, and in multi-jurisdictional terms, to promote trust and effective relationships among different stakeholders and partners across the public, private, and non-profit sectors.

Finally, public administration is deeply concerned with ensuring that its practitioners (and researchers) understand and exemplify the highest standards of professional and ethical conduct and lead the movement for organizational social responsibility and sustainable development to protect our environment.

Learning Objectives

To develop student’s ability to critically engage with intersections between state, governance and development
·       To develop student’s familiarity with problems of governance, development and his/her ability to exploit this knowledge and analyse our administrative systems
·       To develop the foundations of core public administration concepts and theories, and the foster the ability to critically appraise and apply them to our context.
